In the United States, Supplemental Security By | Voice in BetweenIncome (SSI) provides important support for many eligible seniors and individuals who need additional assistance. However, some notice their SSI payments are reduced when they live with others or receive free housing and meals. This is due to the rule known as In-Kind Support and Maintenance (ISM).

What Is ISM?
SSI is a need-based benefit. The Social Security Administration (SSA) determines payment amounts based not only on cash income, but also on whether someone else is helping with your food or shelter. If others cover part of your living costs, SSA considers your expenses lower and reduces your SSI accordingly. In other words:
When someone else pays for your living expenses → You need less cash yourself → Your SSI benefit is reduced.
Two Calculation Methods
1. Value of the One-Third Reduction (VTR): If you live in another person’s household and receive both food and shelter for free, SSA automatically reduces your SSI by one-third. For example, if a single adult’s maximum federal benefit rate is $943, they would only receive about $629 if they live rent-free with family.
2. Presumed Maximum Value (PMV): If you only receive partial help (for example, a child pays part of your rent or buys some groceries), SSA applies the PMV rule. The maximum reduction is one-third of the SSI base rate plus $20 (about $334 in 2024). If you can prove the actual value of the help is less, the reduction will be smaller.
Common Situations
Situation 1: Living with your daughter, paying nothing for rent or food → VTR applies, SSI reduced by one-third.
Situation 2: Paying your own rent, but your son occasionally buys groceries → PMV applies, reduction up to $334, possibly less.
Situation 3: Renting your own apartment and covering all expenses yourself → No ISM, SSI paid in full.
How to Avoid Unnecessary Reductions
– Sign a rental agreement and pay rent: Even symbolic rent can show you are contributing to household costs.
– Keep payment records: Receipts, utility bills, and bank transfers can prove you are paying your share.
– Clarify the nature of help: Occasional assistance does not always trigger ISM; it mainly applies to ongoing support.
Conclusion
SSI is designed to secure a minimum standard of living. But under complex rules, many immigrants and seniors find themselves confused. Understanding ISM can help families plan living arrangements and finances more effectively, avoiding unnecessary benefit reductions. For those less familiar with English, contacting SSA’s hotline at 1-800-772-1213 (ask for a Chinese interpreter), or seeking help from family and community organizations, ensures your rights are not lost due to misunderstandings.
